The RCLA members have 24/7 access to the library using their issued access card.
James Fraser was an avid advocate for the Renfrew County Law Association and served on the Library Committee for numerous years. As a commemoration, the Renfrew County Law Association dedicated a plaque in honour of Mr. Frasers’ support of the library and has since been called the James W. Fraser Law Library since 2007. This library is privately funded and operated by a volunteer Board of Directors of lawyers practising law within the County of Renfrew. The
James W. Fraser Law Library is for the sole use of its members, staff, and visiting counsel.
The James W. Fraser Law Library offers electronic resources such as Westlaw Canada (CriminalSource, FamilySource, and EstatesandTrustSource), LexisNexis
Advanced Quicklaw, LexisNexis Practical Guidance, HeinOnline, AccessCLE, and VLex Canada (pilot project with LiRN for REMOTE ACCESS - Please email
library@rcla.on.ca to sign up) which includes the Irwin Law Collection through our Legal Information Resource Network (LiRN). Also available in an electronic
resource are O’Brien’s Encyclopedia of Forms (include Master Index, Leases, and Wills and Estates), Proview, DivorceMate, and Rangefindr.ca. These can be found on all the library computer terminals only.
EMAIL THE LIBRARY
Automated Lending/Circulation system that allows you to check in and out materials by scanning a barcode, place a hold on an item for pick up from the RCLA website, see what the RCLA has available in our print collection via our website, email automated reminders to members who check materials out to ensure materials are returned to the library upon their due date.
RCLA DIGITAL BOOKSHELF
We’re pleased to announce that WillCheck.ca, a Wills Registry of Ontario, is open for use by lawyers across the province! Will Check is an initiative by the County of Carleton Law Association, funded in part by the Federation of Law Associations (FOLA), to keep track of Will's location information to assist in future retrieval. You can register a Will individually or send them a batch file of information on several clients. They do not store the Will itself, just the information on where it can be located, and they provide a release form your clients can sign to approve having their Will registered on the site.
WILLCHECK
Books may be signed out for a 60-day loan period. At the end of this period, textbooks and materials must be returned to the library, or replaced. Overdue books will be subject to reduced library lending privileges. Items marked with a “Reference Only” sticker are non- circulating and cannot be removed from the library unless special arrangements are made with the library staff based on case-by-case exception.
Self-serve or staff assisted service is available in the library through a code-based system. Copy- codes are available to the RCLA members and allows charges to be accumulated and invoiced quarterly. Lawyers, articling students and staff must comply with the Copyright Act provisions.
Visiting counsel who need assistance with printing can obtain a copy-code from library staff and settle their accounts at time of printing by cash or etransfer. Each page printed is $0.25.
The RCLA has four computer terminals available to members in the library which have Microsoft Word, Adobe Acrobat DC Pro (currently on one of the four computers) and LibreOffice to help with preparing or amending court documents.

Free Wi Fi is available in the James W. Fraser Law Library. Please see library staff for the password.
The RCLA has borrowing privileges with most Ontario Courthouse law libraries, as well as the Law Society of Ontario's Great Library. If our electronic or print collection does not have what you need, we can request an inter library loan. Depending on the material requested, it may take up to 5 business day to come in. There is no charge to members for this service.
The RCLA provides a range of research and reference services to members of the Ontario Bar, Judiciary, and articling students. Library staff are available Monday to Friday from 9:00 a.m. to 4:00 p.m. to assist you with your research and use of our library, whether you are using our electronic or print resources.

• Interpret legislation or case law.
• Provide legal advice or opinions.

The James W. Fraser Law Library holds print volumes of the Statutes of Canada from 1852 to 2012, including the R.S.C. consolidations for 1886, 1887, 1927, 1952, 1970, and 1985. The Consolidated Regulations of Canada of 1949 and 1978 are also available.
The Statutes of Ontario from 1869 to 2010 are available in print, as well as the R.S.O. consolidations of 1877, 1887, 1897, 1914, 1927, 1937, 1950, 1960, 1980 and 1990. Accompanying these volumes are the Consolidated Regulations of Ontario from 1950, 1970, 1980 and the Ontario Regulations Service binders from 1981-2013.
